MS may be changing, but not yet in practical ways where they are willing to interact with the hardware/software wilderness beyond their walled garden. Modern Windows desktop is probably too heavy and bloated to work on a Pi (even Surface hardware specs far outstrip a Pi), and they probably were afraid of repeating all the RT confusion about what could be run on it. But it effectively makes a Pi into a slave dummy terminal for another Win10 box. If Win10IoT presented a powershell (or even DOS) CLI it would be useful. No part of what this is goes beyond those boundaries. Like so many other things, MS doesn't define IoT the way we do because they look at everything from a B2B perspective and want to corral as much as possible on their proprietary development stack.
